Character files, offices, succession and the limits on what a single person may hold.

Character files
Each character is recorded as a file with name, date of birth, nation, office or occupation, and a short biography. Files are stored in the archive under PERSONS OF RECORD.
- 01One primary character per participant.
- 02Secondary characters permitted only with administrative registration.
- 03Offices are held, not owned; vacancies pass by the procedures of the nation.
