Joining the network
MERKOPA 54 is assembled slowly and deliberately. Admissions are presently limited while the first nation is prepared; the standards below apply from the outset and are not expected to change.

Republic of Lespia
Lespia will open first and serves as the reference implementation of the shared standards. Its file may be read now.

Roles open to participants
- Class 01
Government
Ministers, deputies and civil servants. Government participants hold office through the institutions of their nation and are accountable to its published procedure.
- Class 02
Press
Editors and correspondents attached to a registered publication. Press participants file dispatches to the newswire under their masthead.
- Class 03
Commerce
Directors of registered undertakings. Commercial participants operate within their nation's economic rules and may petition government.
- Class 04
Labour & Society
Union officials, associations and private persons. Social participants shape a nation from outside the state apparatus.
- Class 05
Archivist
Maintains the record: files documents, keeps the chronology, and ensures that what has been entered is not quietly revised.
Standards
- 01Play the period. 1954 is permanent; anachronism is treated as an error of fact.
- 02Play in good faith. Consequences are negotiated in the fiction, not contested outside it.
- 03Keep the record. Anything of consequence is filed; unfiled events carry no weight.
- 04Respect the fan-project boundary. Nothing here is official, commercial, or licensed.
- 05Conduct outside the fiction is held to ordinary standards of civility, without exception.

Phases are indicative. No date is undertaken; the record advances when the work is done.
Proposing a nation
In a later phase, established communities may propose to operate a nation of Merkopa under the shared standards. A proposal will be expected to demonstrate a working government structure, a registered press, an economic outline, and an archivist willing to keep the record. Nations already reserved in the registry are marked not yet active.
